Part of the problem is that the Legacy area has as many employees coming to the area as downtown Austin and will rival the number of employees in downtown Dallas by 2023. Yet unlike Austin, Dallas, or even Plano generally, 99% of Legacy employees are driving alone at the same peak travel times. This simply overwhelms the roadway system.
